OF UNDERSTANDING
The matters set forth hereinafter
are entered into pursuant to the local implementation of the nationally
negotiated 2006 National Agreement and constitutes a memorandum of
understanding within the meaning of the said provision. The
RECOGNITION
In accordance with the provisions
of Article 1 of the National Agreement, the employer recognizes the American
Postal Workers Union as the designated exclusive bargaining agent for all
employees in the clerk, motor vehicle and maintenance craft bargaining units
for which each has been certified and recognized at the National level.

IMPLEMENTATION
ITEM 1. ADDITIONAL OR LONGER WASH-UP TIME
Those employees in the crafts
covered by the APWU who perform dirty work or work with toxic materials should
be granted such time as is reasonable and necessary for washing up.
ITEM 2. THE
ESTABLISHMENT OF A
REGULAR WORK WEEK OF
FIVE DAYS WITH EITHER
FIXED OR ROTATING DAYS OFF.
Full time regular clerk positions of the Century Post
Office shall be established with fixed days off.
ITEM
3. GUIDELINES FOR THE CURTAILMENT
OR TERMINATION OF POSTAL OPERATIONS TO CONFORM TO ORDERS OF LOCAL AUTHORITIES OR AS LOCAL
CONDITIONS WARRANT BECAUSE OF EMERGENCY CONDITIONS.
A.
Emergency Conditions
During emergency conditions,
employees will be guided by the instructions that the Postmaster or his
designee have issued after attempting to consult with the APWU. The Postmaster or designee will issue
instructions, obtaining guidance from agencies in charge of public safety. Generally, the provisions of Part 519 of the
Employee and Labor Relations Manual will be followed. The first and foremost consideration in any
decision is the safety of postal personnel.
Employees will not be required to perform services under conditions
which place their safety in jeopardy.

4.
FORMULATION OF LOCAL LEAVE POLICY
A.
Leave for Part-Time Employees
When a part-time employee is
granted 40 hours annual leave on consecutive days during a service week, the
leave shall be charged on the first five days of the week and he shall not be
required to work on any of the remaining days during that service week.
ITEM
5.
THE DURATION OF THE CHOICE VACATION PERIOD.
APWU choice vacation period shall
be from the first full pay period in January through November 30.

6.
THE DETERMINATION OF THE BEGINNING DAY OF AN
EMPLOYEE’S VACATION PERIOD.
The beginning day of his/her
vacation will be Saturday, the beginning of the service week.
ITEM
7.
WHETHER EMPLOYEES AT THEIR OPTION MAY REQUEST TWO SELECTIONS DURING
THE CHOICE VACATION PERIOD, IN UNITS OF EITHER 5 OR 10 DAYS.
An employee may, at his/her
option, request two periods of leave during the choice vacation period on the
passing of the leave board as per Article 10 Section 4D1, D2, D3 and D4 of the
National Agreement with 8% being allowed off at one time.
The leave board will be passed
during the month of December.
ITEM
11.
DETERMINATION OF THE DATE AND MEANS OF NOTIFYING
EMPLOYEES OF THE BEGINIING OF THE NEW LEAVE YEAR.
Each year upon receipt of the
Postal Bulletin, management will post on all official bulletin boards a notice
showing that beginning date of the new leave year. This notice shall remain posted through the
last day of November of the same year.

12.
THE PROCEDURES FOR SUBMISSION OF APPLICATIONS FOR
ANNUAL LEAVE DURING OTHER THAN THE CHOICE VACATION PERIOD.
A.
Leave Applications
Employees in the crafts
represented by the APWU shall be notified of the action taken concerning
requests for annual leave within 72 hours after submission of Form 3971. All leave requests shall be submitted in
duplicate to the appropriate supervisor and will be recorded by the timeclock ring.
B.
Requests for annual leave after the passing of the leave board will be
on a first come, first serve basis based on the needs of the service. Such requests may not be submitted more than
45 days in advance of the date of the requested annual leave. Only one leave request may be submitted at
one time.

16.
THE METHOD TO BE USED IN RESERVING LIGHT DUTY ASSIGNMENTS SO THAT NO
REGULARLY ASSIGNED MEMBER OF THE REGULAR WORK FORCE WILL BE ADVERSELY AFFECTED.
No regular assignment shall be
reserved for assignment of injured or ill employees.
ITEM 19.
THE ASSIGNMENT OF EMPLOYEE PARKING SPACES
The employer shall continue to
provide parking spaces based on operation requirements.
ITEM
20.
THE DETERMINATION AS TO WHETHER ANNUAL LEAVE TO ATTEND UNION
ACTIVITIES REQUESTED PRIOR TO DETERMINATION OF THE CHOICE VACATION SCHEDULE IS
TO PART OF THE TOTAL CHOICE VACATION PLAN.
ITEM
21.
THOSE OTHER ITEMS WHICH ARE SUBJECT TO LOCAL NEGOTIATIONS AS PROVIDED
IN THE CRAFT PROVISIONS OF THIS AGREEMENT.
A.
Seniority list
The seniority list shall be posted
on the Post Office bulletin board.
B.
Labor Management
1.
a. Labor-Management
meeting shall be held quarterly except during the month of December. Times and dates will be made by mutual
agreement.
b. Minutes
of Labor Management meetings shall be
kept by management. Management will make a copy available to the
APWU.
